Teenage Mutant Ninja Turtles is an out-of-print game set in the comic book world (not the children's television world!) of the Teenage Mutant Ninja Turtles. It was the predecessor to After the Bomb, and is no longer available except through used booksellers.
The author has had extensive experience and play-time with many of the games in the Palladium system. She finds the system generally good, though it is difficult to create a truly unique character under the rigid class-based skills system used by Palladium. Skill rolls and combat rolls are simple, though there is no provision in the rules for critical success or failure.
Character creation is extremely simple, and the myriad of supplimental handbooks add value to the game by introducing new character classes and information that cannot be found elsewhere, but they are not required to play the basic games and have a good time.
The major problem with character creation is that there is no top limit to physical statistics, and it is incredibly easy to build a character capable of running a 2-minute mile under any of the Palladium games I have played (not just the superhero game) under their rules.
Combat under the Palladium system involves far more attacks per round than most RPGs, which makes keeping track of combat difficult.
On a positive note, Palladium keeps their web site more-or-less current, and it is relatively easy to use under Lynx (a text browser). All of Palladium's currently in-print publications can be ordered online through their web site.
